Who does the hiring after phone interview?

-I had a phone interview and need to know if someone would know the answer to who does the hiring the manager or the recruiter? Who will call for face-face interview? and also, I have a first name of the recruiter who interviewed me how would I send a thank you note to them? Thank you with your feedback! Much appreciated.
